One of the world's leading academic
experts on media economics and
management and government
communications policies, Picard is a
senior research fellow at the Reuters
Institute for the Study of Journalism,
Department of Politics and International
Relations, University of Oxford, and a
fellow of the Royal Society of Arts. He
was previously Director of Research at
the Reuters Institute and a research
fellow at Green Templeton College,
Oxford, He also holds faculty posts at
IESE Business School in New York,
Tampere University, Finland, University
of Canberra, Australia, and the Center
for Media Management and
Economics, Tsinghua University, China.

Affairs, Louisiana State University.
He has been a consultant for media
companies and government agencies
in the U.S., Europe, Latin America, and
